Some of the key issues arising from the paper on "National Waste Quantification and Waste Information System" include:

  • Is the current system of categorisation of waste appropriate, and what changes need to be made, if any, to the categorisation system?
  • The national waste quantification has documented the available information regarding waste flows and volumes. Is there any information missing from this summary, and where can it be found?
  • The national waste quantification has highlighted the challenges faced and made recommendations regarding to each waste category. Do you agree with these challenges and priorities? In terms of the various waste streams, what are the priorities for waste reduction and recycling?
  • The Waste Act excludes mining residue and stockpiles from the definition of waste. What role (if any) does mining waste, including AMD, play in the NWMS and the WIS?
  • How is illegal/unregistered waste disposal going to be recorded and quantified given the prevalence of unlicensed landfill sites?
  • What are the main obstacles to implementing the WIS, and how can they be overcome? Apart from the requirements of the Act, is there any additional information that could be recorded in the WIS?

Comments from PACSA

PACSA agrees with the recommendations outlined in the paper. We do, however, appeal to Government to ensure that all the information requirements are integrated into one IT system as proposed in other research papers and that these requirements are simple, so as to ease the administrative and bureaucratic burden on the recycling industry as much as possible.
