Phase 4: Consultation and Finalisation 15 January 2010 – 7 June 2010

Phase 4 represents the culmination of both the implementation and consultation plans. The draft waste management strategy and its finalization are the focus of the consultation process. As in the previous phases, the general public and stakeholders will be able to make use of the web-site to comment on the draft strategy.

To accommodate the goal of finalising the strategy with as broad and deep a consultation process as possible, an expanded program of sector-specific stakeholder workshops is planned to complement consultation with stakeholders through the Project Steering Committee. The expectation is that the Project Steering Committee will meet to formally review the draft strategy, and provide high-level direction in relation to the development of a marketing and communications plan, as well as guidance in relation to the sectoral workshops.

The following workshops are planned:

• Provincial workshops will be held in each of the nine provinces, at which provincial government, municipalities, and provincial stakeholders will be represented
• A national workshop will be held with:
  • NEDLAC Representatives
  • NGOs, and umbrella CBO bodies such as SANCO
  • Businesses e.g. BUSA and CAIA, CoM etc

Additionally, existing government MINMEC and MINTEC structures will be engaged with to review and comment on the draft strategy.

The final step in the consultation process is Cabinet review and adoption of the NWMS. The timeline for consultation and finalization is:

• January 15, 2010 – briefing of Project Steering Committee
• January 22, 2010 – Marketing and communications plan in place
• January 25, 2010 – Publication of draft strategy on the web-site
• January –March, 2010 – Provincial and National workshops
• March 19, 2010 – Deadline for public comments
• March 26, 2010 – Provincial and Local Government consultation reports deadline
• March 26, 2010 – National Stakeholder and Project Steering Committee reports deadline
• April 16, 2010 – Public Comments Review Report deadline
• April 30, 2010 – National Waste Management Strategy submitted to DEAT
• June 2, 2010 – Cabinet review of strategy
• June 7, 2010 – National Waste Management Strategy Published
