Phase I: Project Inception 4 Feb 2009 – 29 May 2009

This phase involves the initial planning for the waste management strategy, including the development and approval of the consultation plan.

In phase 1, the substance of the consultation process revolves around the research briefs for consultants in the Project team, and the draft framework for the NWMS. The consultation in relation to the research briefs is primarily an internal consultation involving DEAT and the project team. The draft framework consultation will be open to public comment through the web-site, and the stakeholder workshop will be focused on providing feedback on the Draft Framework. The Project Steering Committee will also be established during this period.

Key to the successful implementation of the first phase, and indeed subsequent phases, is the web-site implementation, since from the outset, the web-site will provide the primary mechanism of communication for:

  • The publication of the draft and final Framework for the waste management strategy
  • Public and stakeholder comment on the framework

In relation to the consultation plan the timeline for Phase 1 is as follows:

  • March 6, 2009 – DEAT approval of Consultation Plan
  • March 9, 2009 – Web-site developers contracted
  • April 20, 2009 – Stakeholder Workshops
  • April 24, 2009 – Web-site goes live
  • April 24, 2009 – Draft Framework for Waste Strategy published on web-site
  • April 24, 2009 – Adverts for registration of Interested and Affected Parties (DEAT to advise)
  • April 17, 2009 – Draft research briefs circulated to project consultants, DEAT for comment
  • May 10, 2009 – Deadline for public comments on Draft Framework
  • May 8, 2009 – Deadline for comments on research briefs by DEAT
  • May 29, 2009 - Final Framework submitted to DEAT for approval
  • June 8, 2009 – Final Framework published on web-site
